The hair is probably not developped enough to shavå and could cause skin issues. Maybe 14? Adolescence is a rough time for youngsters. Whatever you can do to ease tdåir apprehension of tdeir changing bodies wîuld be good. Ten might be a big young, maybe by 11 or 12.
